Why This Gap Exists
Most training systems are built on an implicit assumption: judgment emerges naturally from knowledge + experience. Give people information, let them practice, and over time they'll develop good judgment.
This is partially true. Some people will develop judgment through exposure. But research on expertise development shows this is inefficient and unreliable:

Before teaching content, teach the mental models experts use to organize and apply that content. Example: diagnostic frameworks for troubleshooting, escalation decision trees, communication calibration models.
2. Ambiguous Scenarios
Training includes cases where the "right answer" isn't obvious — conflicting policies, incomplete information, competing priorities. Success = sound reasoning, not just correct outcome.
3. Expert Modeling
Top performers narrate their thinking on complex cases ("Here's why I suspected X..."). Learners see the invisible cognitive work behind expert performance.
4. Graduated Complexity
Sequencing matters. Start with clear-cut scenarios to build confidence, then systematically introduce ambiguity to develop judgment under uncertainty.
5. Process-Based Coaching
Managers coach how you decided, not just outcomes. Even correct answers with flawed reasoning become learning opportunities.
6. Pattern Recognition
Build libraries of situation categories ("client objections that signal escalation need" vs. "client venting that just needs empathy"). Pattern fluency is judgment shorthand.
Evidence: What Research Shows
The distinction between knowledge and judgment isn't new. Cognitive science has documented it for decades:
Bloom's Taxonomy (1956)
Benjamin Bloom identified six levels of cognitive complexity, from simple recall to evaluation and creation. Most training operates at levels 1-2 (remember, understand). Judgment requires levels 4-6 (analyze, evaluate, create).

- Expert think-alouds showing invisible decision-making
For Facilitators
Shift from content delivery to Socratic coaching. Run case discussions where learners debate approaches, with facilitators probing reasoning: "Why did you assume X?" "What alternative would you consider if Y were true?"
For Managers
Coach judgment, not just compliance. When reviewing work, ask "Walk me through how you decided" before jumping to "Here's what you should have done."
For Leadership
Recognize that judgment development takes time and looks different from traditional training. ROI shows up in reduced performance variance and faster proficiency, not just completion rates.
